Unfortunately, today's humanoids residing on this planet are largely unable to comprehend statistical risk analysis. Further, they tend to politicize damn near everything.
The problem with these fast spreading viruses is that you have to act when it is, in fact, rare. If you wait for it to be a common thing before you act, it will be too late, and your hospitals will be overflowing and patients will be sleeping in the hallway instead of the ER.
