You could see his elation when he remembered what he was suppose to say.
Despite what political view you have and what consequences you believe this man may or may not have for this country, you have to love how human this is.

The CCP looks at this and starts moving forward with their plans to take back Taiwan. Between Biden being senile, and all of the blackmail material the Chinese have on Joe and Hunter, the CCP know they can attack Taiwan and Biden will only huff and puff a bit, and... "anyway, uh...."
He's saying his administration is going to put pressure on agencies to give full approval of vaccines, so it will be more feasible from a legal point of view to enact restrictions and mandates. But because he's 1) not that smart to begin with, 2) in cognitive decline, and 3) speaking to a base that enjoys when their leaders prevaricate and dance around the point and use pretzel logic, you end up with what you see here.

sort of like when he has misplaced his glasses again, and after looking for them everywhere he sees his reflection with his glasses still propped up on his forehead. There they are.
IMO, he has been an embarrassment for well over a year! (And not just regarding his inability -- often, not always -- to form a coherent sentence or thought.)

Biden is announcing that he is not actually the president in the traditional sense and it is a secret committee of socialists who tell him what to say. Even if his words, context and intentions are muddled beyond interpretation, the media and aides will translate from the original script given to hom.
Our enemies are salivating and realize now is the time to strike.
