Human beings are social creatures. Even when we watch something at home alone, people want to see the crowds, hear the cheering, and feel a part of something.
I watched some of the opening ceremony. It was not very impressive and got boring. I turned it off.
Last night I tuned into the games. Saw a bicycle race. When they said they still had 50 miles to go, I looked for something else to watch. I did catch some volleyball and men's gymnastics which were worth watching. They seem to show only the Americans.
Every time I switched back to the bike race, they were still peddling. I don't know how the TV hosts were able to keep up their commentary for something like 4 hours. It was very boring.
So far, NBC is not doing a very good job so I am not surprised at low viewership.
I'm thinking of several less ridiculous and more plausible reasons:
The time lag between Tokyo and the U.S.
The competitions in the first days of the Olympics are not the ones that are the most popular in the U.S.
The reality that more households are not viewing TV in the traditional sense.
No one under 50 years old owns cable or watches network TV. People watch highlights on youtube the next day. This is a sign that network TV ratings are not good metrics anymore, more than anything.

Yeah, it seems extremely dishonest to only look at “TV” ratings in 2021. Should by TV + streaming + YouTube.
Besides scandal there are the lack bigger characters. I don't think I can name a swimmer yet I knew who Michael Phelps was. That and Olympic coverage has sucked for decades. They need to show as much live as they can wether 2 in the morning or afternoon. And show more competitions, heats, games etc Too much time is spent on these athletes stories. I want to see competition. A person's story one can view or read anytime but one can't alway watch Olympic competition live. But throw this stuff in with all the other negatives it could be an Olympic sized fail.
I would think very little of poor ratings has to do with that. Most competitors are proud to be representing their countries (including the USA). Audience free opening ceremonies and I think probably a historical decline even before this are the main cause. The USA time difference may also be a factor. As is the difficulties in counting all methods of watching.
