"Unvaccinated" aren't an ethnicity, and no one but a person's doctor would know if they're "vaccinated" or not unless they announce it publicly.
If you mean using people's irrational fears of dangers to gain power illigetimately, yes, that's well-documented, and many people are too stupid and irrational to see beyond that facade.
But that's not exclusive to fears of Covid-related deaths, or even this regime - in fact it seems to be a pretty popular propaganda tactic all around the board.

The unvaccinated are not allowed to eat at certain restaurants now in some states. They are asking people to show thier papers.
