actually she IS a federal employee...even her health care says she is a federal employee, as she gets FEHB...Members of Congress are covered by the Federal Employees' Retirement System (FERS)
Actually she isn't. By law elected officials are not federal employees. Congress had to specifically legislate their coverage by the FEHB, federal retirement, and coverage by workers compensation, separately from employees. Not to mention salary. They are not covered by many many policies and regulations which govern employees in other ways such as ethics rules, training requirements, etc etc.

She's not a federal employee and therefore not an employee or under the control of the Department of Energy, which this regulation is addressing.
As an elected official if she reports this she's OK legally.
Are you serious? Even though I provided a Department of Energy link...they are still part of the government...
