Yes, the majority of people can get ID easily. However, that doesn't help the ones that lost their documents from fire or flood or other disaster, had multiple marriages (every name change has to be documented), or whose deceased spouse took care of everything. Don't assume that every last person in the US can "easily" get a photo ID.
