If it is Africa, few people are being tested so it's anyone's guess what the true infection rate is. If these youngsters are asymptomatic they could all be infected and there would be no way of knowing it.

It's all in the thread. They have extremely low positivity rates. So while yes, number of tests are low, for every 99 tests they do, only 1 is positive. This means, low amount of virus circulating or they're conveniently testing all the wrong people or they're lying.
But in that thread, a local was interviewed who clarified that in 2021, he doesn't know anyone sick with COVID, unlike in 2020. It seems the virus went extinct there.
