In a public notice, the state Department of Health said last week that “Non-white race or Hispanic/Latino ethnicity should be considered a risk factor” — putting it in a class with other COVID risk factors like age and obesity.
I read the list in OP's link. Unvaccinated are highest priority group to get monoclonal antibodies and the new Covid Rx. People with diabetes, cancer, kidney or lung disease, obesity, smoker and other conditions are deemed higher risk, as are those age 65+. The number or risks is added up but unvaccinated still go to the top of the priority list. Unvaccinated with more risks go ahead of other unvaccinated with fewer risks.
Race or ethnicity is not listed in the groupings that move people to the top of the priority lists .
#1 biggest thing that moves people to the top of the list is vaccination status (fully vaxed go to bottom of the priority list unless they are immune compromised).
Vaccinated, under 65 with no risks is at the bottom of the list. Vaccinated under age 65 with 1 risk is 2nd from bottom of list.

I sent this link to 5 different New York City Pharmacists that are in my national pharmacy organization that I belong to. All five sent back basically the same answer:
