Tough call!! (I didn't vote because I can't decide.)
I think Trump was by far worse than Reagan as far as his personality, but I actually think Reagan was a worse POTUS -- and I think it was under his administration that it became clear that Big Business was actually calling the shots. There is a famous video clip showing Don Regan, chairman of Merrill Lynch, whom Reagan appointed to be his chief of staff, actually telling Reagan, as president, to "speed it up". It is about the 40-second mark for the following short video:

Now, of course, perhaps Regan was just trying to keep Reagan on schedule, but him telling the POTUS to speed it up 'raised the eyebrows" of many people. And, of course, there was the Iran Contra affair/scandal, also.
Well Reagan was the best president of the 20th century. Trump so far the best of the 21st century.
But Reagan actually had some competition for the title. Trump is competing against a weak son and two of the worst in history. So Reagan was the best.
Not to sure I can pick one in terms of "worse." I liked them both, voted twice for both of them (Reagan was the first election I voted in at 18) both o them did some things that I didn't like probably in equal portions. Economically I prospered under both both had the US standing tall on the world stage. Trump did have a better handle on the border and Reagan did the amnesty thing which I wasn't to keen on.
Reagan was a far better orator than Trump this is certain. The Soviet Union fell under Reagan Trump kicked the Chinese in the teeth economically and made them like it. Well maybe not like it but all they could do about it was whine and shake their fists.
I can't pick a "worse" winner in this one.
