My friends son made some for him and his family. They said you can’t tell they are fake since it’s on their phones. They used it at a large venue for a basketball game and at restaurants in Chicago. What are the odds of being caught and is it a felony?

Not likely and it isn't a felony is used to get into a basketball game.

I think it is unlikely that vax cards will be scrutinized for ball games/dining/etc. However, your friend's son and family are sellouts. Because they want to partake of things that are completely unnecessary, they are perpetuating an arbitrary and authoritarian system. It is cowardly to pretend that one is something they are not out of unnecessary convenience.

Here's your answer. Yes, it's a crime. My card has a CDC logo (which I guess is the same as a CDC seal?) and fraudulently manufacturing that is a crime.
