I figured there had to be some private messaging going on at some point.

It seemed like someone at those companies said, "We'll agree to keep silencing your political opponents, as long as the talk about breaking up big tech and regulation remains just empty talk and nothing more."

It is a sub rosa violation and this treads the fascism line.

Fascism is when political, business, and populist leaders shares the same ideas and goals WITHOUT the overt need for governmental force. If the government can use shaming to get people in line, it will use shaming. If the government can use implicit threats, it will use that. If the government can use simple persuasion, it will use that. In other words, a fascistic government will use any/every available tool short of overt force to get what it want.

So when the US government pressured Big Tech to do its bidding, that is a violation of the First Amendment thru other avenues.

American Family Association is an agency under the federal government?

I haven't watched Greenwald's video, but I'm guessing he is talking about the 1973 SCOTUS ruling in "Norwood v. Harrison", which states:

the government “may not induce, encourage, or promote private persons to accomplish what it is constitutionally forbidden to accomplish.”

Biden, and many congress-critters have crossed this line several times.
