The Ottawa Police Chief did get fired over his laggardly response to the situation. In the end, the protests resulted in activation of the Canadian emergency powers act... for the first time ever. The bad actors in this event can't expect to avoid consequences. I doubt that other countries would react all that differently to the circumstances; some would respond much more harshly.
