Keystone? We already receive that oil via trains and other pipelines across the US that start in Canada. Keystone would consolidate the transport some but the actual oil from Canada has moved through the US for decades.

The more I read about Keystone the less I think we need it given we don't get to keep any of that oil flowing from Canada now or with Keystone.
