I wonder how many of Russia's nuclear assets are even functional. You see in Ukraine how poorly maintained Russian military equipment is. Corruption plays a big part in that. One has to wonder if they even have the capability of doing this.

I watched the interview. Interesting stuff. I disagree with just about everything politically with Penn but I think he is right and the comment you quote is slightly out of context. There is longer conversation on the subject before and after. I think everything has to be on the table in dealing with Putin including launching nukes. Biden needs to tell Putin to leave Ukraine or risk nuclear annihilation.

That is part of what worked for Trump. He kept us out of war but there was a sense from many that Trump was capable of any sort of response if provoked. For example after he killed Soleimani Iran threatened revenge. But they were tempered by the fact they had no idea what Trump might do if if say they attacked Israel or blew up American oil tankers. Reagan also kept the pressure on the USSR.

And that is the advantage Putin has. Everything is on the table. He is capable of any sort of response if provoked. He needs to fear what we might do, instead of the West fearing what he might do.
