The pardons are for people who have either served time in jail or have paid fines. They've been punished. All these pardons do is expunge records.

This is a natural plant that has been around since ancient times and has been used for medicinal purposes. It became illegal because of the propaganda film Reefer Madness. People believed this nonsense. Pot is finally becoming legal again in many states because this is what the majority want. It should have never been illegal in the first place.
