I get it, your using an extremist publication and its opinions for confirmation bias.
The auto industry has had years long plans for transition to EV.
As the big automakers started moving more to EVs, Tesla is feeling the competition.
It's bizarre and unfortunate to make this a partisan thing.

And that is where you are wrong. This all started back under Obama's watch. The CAFE standards were set at such a level that the only way the OEM's could meet the goals were to go EV. Trump relaxed them. When Biden to office he signed EO's to change them (CAFE stds.) back. Although, it isn't 100% this administrations fault. These manufacturers also need to compete in a global market, and other countries have standards set as well, and if they want to sell their vehicles in other countries they have to comply.
The issue with the Detroit 3 versus Tesla, is once Tesla was started, their mission was to bring EV's and only EV's to market. The Detroit 3 was stuck selling ICE vehicles , mostly trucks , which make them the most profit. And having to dual develop ICE and EV, a costly venture. Especially since the product that they are transitioning to is the one that they aren't making any profits on.
You can deny it all you want though. It is fact that this administration, along with the previous one that Biden was in , as VP, along with a global push of these Green policies is to blame.
Is it good or bad...well, it's bad if one loses their career over it. Do we need to get away from fossil fuels ? Perhaps. Did the Detroit 3 need a nudge ? Again, perhaps. I really don't know what to make of it all. The last two or three years, the top selling vehicles were full size pickups and SUV's. Yet, the OEM's can't keep EV production up to the demand.
In 2010, the Obama administration introduced a plan to cut greenhouse gases and spur innovation by steadily raising the CAFE standards to a target of 54.5 miles per gallon for new vehicles by 2025. The plan was announced as part of Obama’s bailout of the auto industry, and it received widespread industry and environmentalist support. In one of its biggest blows to Obama’s environmental reforms, the Trump administration announced that it plans to severely curtail Obama’s CAFE reforms. The Trump administration has proposed holding the CAFE standards to 37 mpg in 2020.

50% Electric Vehicle Sales in 2030
Perhaps one of the most notable and newsworthy provisions of the executive order was the goal that President Biden issued for half of new vehicle sales in 2030 to be zero emission vehicles – including battery electric vehicles, plug-in hybrid electric vehicles, or fuel cell electric vehicles.
