Is it me, or is this about the 10th thread on this topic?

By law, the Dept of Energy is required to auction the SPR releases to the highest bidder. If some Chinese company was the highest bidder, then the DOE is required by law to sell it to them.

How about justifying it by pointing out that the law says the reserves must be auctioned off to the highest bidder?

Nope, looks like there aren't.

Here's the portion of the SPR code dealing with sales:

The Secretary shall sell petroleum products withdrawn from the Strategic Petroleum Reserve at public sale to the highest qualified bidder in the amounts, for the period, and after a notice of sale considered appropriate by the Secretary, and without regard to Federal, State, or local regulations controlling sales of petroleum products.

That's all it says about the sales.
