I agree. I don't want either party to have control of both Congress and the Presidency. For some reason, politicians think that simply winning an election - even by the slimmest of margins - is a mandate for their entire agenda, completely disregarding the wishes of half of the country. Gridlock prevents runaway stupidity. Over the last week or so, I've been pondering exactly what you proposed. Perhaps a Constitutional amendment stating that 1 party can't hold both Congress and the Presidency.

She voted 26 times in the Senate...now #3 in history.

We've been stagnating for the 3 decades I've been alive, so sure why not.
China already passed us, and India will be hot on our heels by the end of the decade. On the bright side we'll be solidly #3 for awhile since #4 is far behind.

Yes, that is the ideal situation, no one has too much power, and it has been that way many years during my voting life. I can only remember 2009-11 when Obama had Democrat majorities in the House and Senate. If not for the filibuster he could have done whatever he wanted, but then there were 4 months when the Senate was filibuster-proof and he was able to pass the extreme Obamacare law.
