NY is unique in that in the less-populated villages, non-attorney magistrates are allowed to act as judges. That's what happened here. The guy in question does not even have a law degree.
There have been proposals to end this system but none have been enacted. I mean, come on! The state can't find lawyers to act as judges in court?
