That is, destroying the environment to make the enemy weaker. We did it against the Native Americans with the Buffalo and sprayed Agent Orange in Viet Nam. But, "surely", we have wised up and seen that such is the work of the Devil, like when we condemned Saddam for deliberately releasing oil in the Persian Gulf during the Gulf War..........right?

Let me ask the question directly then. What's to stop the US from spraying herbicide to force people into the cities?

Just to piggy back off of this. China and parts of Asia literally use the Pacific Ocean as their landfill, while here in America some states ban plastic bags because one might fly through the wind and eventually land up in the ocean or some non-sense.
Here is the interesting thing though. Your trash in America ends up in a landfill, while most of your recycling winds up on a barge to China. The recyclables are sifted through and then dumped into the ocean. If you actually cared for the environment/oceans you would not be recycling.

Nothing. Our government can, does and will do whatever it wants, whenever it wants, and nobody will stop them. All they have to do is win, then redefine what is allowed after the fact to justify whatever it is they did on the way to victory. Hell, they redefine "win" as they go, and what are you gonna do? Argue? Good luck.
Domestically, internationally, whatever. Makes no difference. Our government is the biggest, most powerful organized crime racket on this planet. Stop paying tribute or muscle their territory to even the tiniest degree and they make that abundantly clear.
Honestly, their only real limiter is the greed and lust for power of any individual tyrant, and that limit only extends to that individual tyrant's sphere of influence and ability to affect that sphere.

Maybe that is why some want the EPA eliminated. So we can be herded into cities, and control our food access. Well, I will not allow this, I agree with Nixon, The Constitution, and The American Flag. We must stand up to this oppression.
