I wouldn't mind if we pulled out items that cost us money, although China can capitalize upon the vacuum, which is precisely what the US is trying to prevent.

Being told "You can't sell/buy" certain items or support industries from a nation (China) without risking 'sanctions' is a lot more than keeping them under control. Nations may choose to reject that type of commitment to the US and still feel they are doing enough. The US trying to insist nations prioritize our interests over their own isn't going over so well nowadays. We have successfully got Europe to buy our more expensive LNG though (Wounding Russia) so maybe we can bully/push this one through too regarding China.
I don't see any practical way to implement what he is proposing. The only order that has succeeded in maintaining peace to some degree is through a balance of power. We're evolving into a multi-polar world of potentially shifting alliances that will become a challenge to keep peaceful, so a balance of power may be essential. We can't just rely on luck.
