The Netherlands has 53,000 farms right now. They produce 4 million cows, 13 million pigs and 104 million chickens annually .
Closing 3,000 isn't the end of the world.
So it's when used in excess that nitrous oxide is formed. Sounds like a manageable issue. So by shutting down agriculture in the Netherlands, a country in which such emissions can be controlled and shifting food production to countries where such emission are poorly controlled, really makes a lot of sense.
Nitrous Oxide !? Find a way to capture it, then sell it to the race car crowd. That stuff is expensive.

tiny as it is, the Netherlands is second only to the US in ag exports.
