The NBA needs to be inclusive and racially more diverse and require that their teams look more like America with proportionate male/female, Asian, Hispanic and whites on their teams

You have found an exception, instead of the rule. /golfclap.
You could have used Spud Webb as another.

Lower the height of the basketball hoop from 10 feet?

No, raise the hoop to 12 feet. Then no one can dunk. Then the only advantage to being taller might be rebounding.

Also compensate for the higher hoop by making it wider in diameter. 24 inches should be sufficient.

Add another line on the court, like the three point line, except that it would be a two point line. Any baskets scored within the two point line would count only as one point.

Switch from a hardwood playing surface to a three foot deep wading pool. Slows down the faster players, plus cushions any falls, and eliminates the need to "dribble" the ball. Players would be required to wear regulation water wings.

And finally, add a small automated golden flying orb to the game, where a player who catches it during play automatically wins the game for his team.
