Assuming big government bureaucracies, whether in the US or China, are incompetent is for more likely than them being corrupt. Since they are 99% incompetent and maybe only 50% corrupt.
If people are entering government service for the purpose of corruption then their incompetence is guaranteed. The remainder could have good intentions but don't understand human nature and support misguided policies.

But it seems to happen more frequently with the leftist democrat agenda. More career bureaucrats are willing to forget morals and work on some agenda that hurt Americans.
And don't forget, the WHO renamed the "Wuhan Coronavirus" to Covid-19 amid CCP pressure. Our media that ran with "Wuhan Coronavirus" for weeks, then shifted and said that anybody that referred to the novel virus as anything but "Covid-19" was a bigot/racist.
