A FAFSA is a federal document that's almost always filed electronically. Applicants for aid need a social security number for document - so legal immigrants with visas can't file either. I'm not sure how Minnesota would work around this.
Also, the student needs to have graduated from a Minnesota HS and/or lived in the state for a year. So it's not like someone can get off a plane and demand free tuition.
Lastly, it only covers tuition, not other expenses (books, dorms, transportation) and even that is out of reach for many.
Because they aren't relying on any Federal money. Minnesota is paying the tab, not Uncle Sam.

And student loan payments resume so American citizens have to pay up for their college loans.
The Dems really put themselves in a corner with their love for the illegals.

Minnesota requires the students to file FAFSA before they can qualify for the Minnesota program. If they don't file their FAFSA (illegals cannot) then they don't get state money.

A note for all Minnesota students currently attending, or planning to attend, a Minnesota college or university: In order to access any of the State's existing or new financial aid programs, you must fill out a Free Application for Federal Student Aid (FAFSA) or MN Dream Act application.
So Minn has their own Dream Act as well.

And don't think this will only happen in Minn. Other pro-illegal states may jump on board.
Imagine..citizens working their butts off to pay taxes so illegals can get stuff literally for "FREE".
