The phrase "under served" is often used by the Left to describe minority groups. I think we know who they are talking about but what makes someone part of the under served group? Is it a skin tone, is it an attitude or is it a financial condition?
A local bank has just come out with a program to help the under served members of our community buy a house. They are offering up to $50,000 to help so many minority groups and they have a long list of those that are approved but "white" is certainly not part of it.
Isn't this Racism?
It sounds like they are using Racism to fight Perceived Racism.
So what exactly is an Under Served member of the community? This bank is talking about Black and Brown people. What makes them under served? If they need help the Police and emergency personal will go to them. If they need a job they can get one. Their kids go to the same schools as white kids. They can go to any beach, clam shack, bar, putt putt golf, retail store, church etc etc that white people go to so how are they Under Served by the community?
If being Under Served is a financial condition that also afflicts White people as well. Where I live Real Estate is expensive and the average family of any skin tone is under served because many of the available jobs simply do not pay what one needs to buy a home.
Many of our Politicians like to point out the Under Served members of our society but what exactly does this mean when ultimately Under Served is a Financial Condition that can effect everyone?
Imagine a guard dog if you will, and you give a command - "watch em" as you point them in intended direction....
Yeah its code for special people, intended to cause animosity, division and garner some "hell yeahs"
The Sacred Cow Class (AKA Cossetted Class) constantly claims they are underserved--at least the agitators among them do. That is how they have become the most overserved segment of society in history (as stated above).
There are definitely circumstances where people are 'underserved'.. but I would say those situations are varying, nuanced, and not necessarily rooted in racial discrimination..
The original poster already answered his own question.. the Left's politicized term underserved, is just a marketing euphemism for: Black Americans. 'Helping the underserved' is a more palatable sales pitch than 'redistributing to Blacks'..

Here are my nominations for the most "underserved" populations:
1. Minor children of incarcerated parents. They often exist in the shadows, dealing with the loss and grief in a hidden way because they're too embarrassed to discuss their incarcerated parent(s) and get support. Suddenly they are shoved into the care of an only grudgingly willing relative, or worse, stranger foster care.
2. Children in long term foster care who turn 18 and are now suddenly without any support at all, even though they may still be in high school and actively working toward their diploma.
A lot of the elderly are undeserved. They worked and fought all their lives, and some just thrown to the curb. They make some pay taxes who make less than $50k a year. I’ve heard some to eat pet food as it’s cheaper. Some Vets are underserved. Kids are underserved. The problem is we honor people by money.
