Of course he is. We've known this since day one when Biden just started reversing everything that Trump did - he was signing anything placed in front of him. I doubt he even knew what he was signing. Obama is running the show.
Biden might make the ocassional decision but he's is being used to launder and/or sign off on policy from the party, interns, staffers, advisors etc. The 'advisors' are the ones with the long term agendas everyone else is a kid in a candy store getting Gangster Joe to sign off on their dreams and desires.
Of course Obama is running the White House. So are many of his past administration such as Valerie Jarret, etc. Joe's not capable of anything, he's just the puppet.
