No, that's Hawaii. We're only 3rd to last.

According to a new study, New York ranked dead last among the 50 states for 2022 policies impacting economic, social and personal freedoms.

New York ranked 50th for economic freedom and scored at or near the bottom for debt and state and local taxation, government consumption, land use and labor policy. According to the report, wealthy residents in New York City pay among the highest combined state and local income taxes in the country. Hawaii and California also finished close to the bottom with New York, coming in 49th and 48th place respectively.

Florida ranks high on the report year after year as the state does not impose an income tax on its residents
.

And now Mayor Adams wants the rich to pay for supporting migrants and other services. Meanwhile, the caricature of an old marionette Gov Hochul keeps pushing the state further to the edge on all issues, trying her best to beat California for "who can be more extreme liberal".

NY is doomed. Great voting folks, you got what you asked for.
What is this "study" source? And what does this even mean?

"least free state"

Makes no sense. Women, minories and LGBTQ+ are much more free in NY state than a state like Florida, tell you that right now.

And interesting, I'm looking at the purchase of a Byrna non-lethal weapon for home defense, and there are only two states that the standard model can't be shipped to. Want to guess which states?
CA/NY or NJ/NY
