It was lifted in 1988 (if I'm not mistaken).

"The PLO was designated a terrorist organization by the United States in 1987, but in 1988, a presidential waiver was issued, which permitted contact with the organization."

did the waiver stipulate that they were no longer considered terrorists from then on?

Nice fantasy. In reality, small scrawny emo kid walks into a school with a gun, and 9/10 American police are too cowardly to even confront them as they randomly go on about their shooting spree. Wasn't Uvalde in Texas? Aren't y'all supposed to be some brave cowboys out there?

Why would Hamas members go to the USA when if they are discovered, would be extradited promptly to Israel? Much safer to just go to Turkey.

Do you think the Hamas guy is going to show his membership card at the border? No, of course he won't.
He's going to try and slip in undetected. And if he does get caught, he's going to claim that he's fleeing from persecution in his homeland and is requesting asylum. And thanks to our Traitor in Chief, he'll be told to be sure and show up for his asylum hearing in another few years, and then let go.

There is a lot of cooperation between US and Israeli intelligence agencies. I'd imagine that all Palestinians caught and then seeking asylum will be heavily scrutinized. Stranger things have happened, but I doubt the USA is top on the list for Hamas members to go and start a new life.
