I don't see why they bothered with it. Has anyone looked at the lines of people coming in the USA? I can tell you most do NOT look like they are coming from Central or South America. AZ said they had illegals coming in from 160 different countries.
We are stopping NO ONE from coming into the country, and if one has other than good intentions for their reason for coming in, through an open border undetected would be the best choice.

If they do a 10/7 style attack in America I wonder if they will choose states with stricter gun laws?
Hamas overwhelmed Israeli military posts and killed around 300-400 members of the iDF during the Oct 7. So well trained soldiers with military grade weapons. Do you think a bunch of obese Americans with AR-15s, who'd probably have a heart attack doing anything strenuous, would fare better?
I would think they would, less of a chance of people being able to fight back. But they may not care about that and just want to go where there are more Jewish people regardless.

We already have laws which prohibit terrorists from entering the US, so why did we need another layer of laws for the same thing, unless there is another intent, like keeping Palestinians in general out? Looks like almost all Congress Reps voted for it, so its a done deal. Moving on.

It was an ambush, and the terrorists took IDF by surprise, and of course that kind of thing can happen to any country which is not expecting an attack.

That's not true, they were granted a 1 year delay if I remember correctly. But the reality is their case does not qualify for asylum, and they were staying under an indefinite deferred action
