The real question isn't why did the clerk do nothing-why did he? First, as an able-bodied adult, he had a moral responsibility to do so. Second-he is chief executive of the state. That is-head of the executive branch-responsible for enforcing the laws of the state. He not only had a moral responsibility to stop the crime-but an ethical and professional one as well. The man has shown himself not just to be a fool, but a coward as well. One that not only doesn't fulfil the responsibilities of his job, but doesn't even seem to know what it is.
