Ballot Harvesting is rife with potential fraud, yet the Democratic Party is pushing for it, despite former president Carter's (D) commission saying it should be stopped in 3rd world countries known for stolen elections.
Vote-by-mail is just a tool perpetrated under the guise of helping the elderly and handicapped vote. What it really does is help Democrats, in swing districts and counties, “find” as many votes as they need to beat the challenger on the ballot. THAT is what the Covid pandemic was really about, controlling votes for the 2020 election. Democrats get angry when this is mentioned, because they are cheaters and it’s true.
Vote by mail, where Democrats always “find” “Harvest” just enough votes to win will make Federal elections pointless (except for Democrats).
