Does he give an answer? Honestly, I'd just like to know what these folks are thinking when they do that. It's a total mystery to me.
Around this area, because everyone likes to dart to the inside lanes, the right lane is often the fastest lane (other than at onramps). So on the way to work in the mornings I find that if I just stay in the right lane, it's almost totally clear to cruise right on to work.
Yep. That's another one. In their heads, they are going around a hairpin curve. Some even do this if there is the slightest little bend in the road.
Yep. Makes zero sense to me. I'm the kind of person that if something makes sense as to why somebody is doing it, even if it's not the greatest reason, at least they are thinking, so I give them some slack. But what you mention here has zero logical reason and so it must just be the driver trying to be an ass. And THAT is what annoys me to no end. Purposely being a jackass (without having any reason for doing so).
He doesn't know why, it's just a habit. He knows it drives me insane, so if he looks over and sees me looking tense, he knows to move over, lol. He will move over for cars behind him though, which a lot of people won't. Even know we pass signs saying in caps "NJ LAW KEEP RIGHT EXCEPT TO PASS". Even if I'm not behind the person who won't move over, I still see in my rear view mirror someone trapping a bunch of cars behind them, and I just wonder to myself, why do they think this is okay?
I think they think they are going "fast enough". But if it doesn't say Pace Car on the side of your car, you have no business deciding the speed other people should go. And they're breaking one law to show their disapproval of those breaking speeding laws, so they have no moral high ground at all.
I was told that the error margin on the speed guns is between 5-10mph so they realistically cannot give you a ticket for anything under. I don't consider speeding going 10mph over, btw. I routinely go 20-30 over on the highways without issue from police.

During rush hour getting in the toll lane to weave in and out you will probably attract attention. During off hours with space available the freeway generally moves at 20 mph over posted limits. Actually seeing the CHP doing something besides sitting at a Caltrans repair site as an escort to add to their blocking trucks is a relatively rare sight.

Technology exist today the car could send it's speed to the speed gun wirelessly as it passes. Number of ways it could make it 100% accurate just send over a timing signal to correct the radar. GPS data could be sent to a system just mails you a ticket whenever you speed.
People are just weird. On the way in to the office today, I saw a person driving behind a garbage truck that was going at minimum 10 under the speed limit. There was no traffic anywhere, so this person could have easily went around the garbage truck....instead they just stayed behind it , staring at that wall of metal. I just don't get it.
Yep, that's another "stupid driver trick." Happens around here all the time on the freeway (and it is three or four lanes wide in each direction). Make no sense.
My first ticket was for going 68 on the freeway when the national limit was still 55. I was going the flow of traffic and got singled out for the car I was driving - my roommate's bright orange Porsche.
I remember years ago a local news team observed state troopers pulling over speeding sport cars more often than speeding regular sedans. If the cars were bright colors like red, that also caught their attention as well.
It was not scientific, but it seemed fairly evident flashy cars were more likely to get pulled over.

My experience was the opposite, but it was years ago. I had an '89 Trans Am, beautiful bright Royal blue, and definitely stood out. And I drove that thing like a rocket ship, accelerated at full throttle at every light (it was so much fun) and racing people at lights in other sports cars. I had that car for 12 years and never once got pulled over.
In contrast, I had an old Dodge Diplomat, in the days when police drove them too. I got pulled over constantly in that car, more than any other car I've ever owned. The message I took from that is that police don't like people that drive cars that look like theirs. At the job I had at the time, my co-workers called my car the "Narc Car".

You can't send a ticket to a car, it has to be sent to a driver. And there is no way to tell in your scenario, who was driving the car.
