It's all about the "broader context" as the Harvard President said. I've actually heard this used recently related to violence among school kids. In short, black kids violently lashing out at other kids has to be tolerated due to the broader context of racism. There are actually lawyers trying to use this as justification when a black kid stomps on another kids head. Everything going on in the street, the schools...it's all retributive justice.

It is because the justice system doesn't hold them accountable.

If New York City's population dropped by 2 million, simply through people leaving, I'm wondering if that would make a difference. I wonder if the powers that be will get the people. Part of me thinks no. Detroit lost population for decades. Only now is it starting to turn a corner.

Dude, I worked in Detroit in the 90's. They have been saying Detroit has been turning the corner since the 60s.
