Do you really think that 9/11 was the start of the problems between the Muslim world and the West? I suppose that may have been when you first became aware of the fact that there were any problems. You have a very small view of the way things really are.
Did you ever stop to think that the reason for 9/11 was to make people like you aware of the fact that there have been problems for a very long time. Now you know. Mission accomplished.

He hasn't. The previous administration did. As soon as it was convenient.
The "who" is still there. We (meaning, our fearless leaders mentioned above) gave up, and went on a nation building mission (or was it something else?) somewhere else.
