Is Condoleeza Rice stupid?

Has the US Secretary of State got her cassette stuck? For a week now she has been reiterating the same phrase “Russian forces must leave Georgia now” and for a week now the world has been informed of Georgian war crimes against Russians in Ossetia. The war crimes happened, the Russians call the shots now, Ms. Rice. Like it or lump it.

Is Condoleeza Rice stupid? OK her boss is, we all know that and that’s why nobody pays any attention to what he says or if they do, it is to have a good laugh at how such an imbecile could supposedly rule the roost in Washington (when everyone knows it is Cheney and his energy and arms lobbies). So Bush gets a discount, like the uncle that farts at family dinners, like the retarded nephew who belches swearwords after his third litre of Coke, like the simpleton that sits outside the church on Sundays begging for money informing everyone that he is an astronaut on Thursday afternoons.

hmmm...does anyone here know that Russia stirred up trouble in Ossetia, so that they would have an excuse to go in and 'rescue' them from the big, bad, powerful Georgians?

That is, after all, Russia's mode of operation.

I don't think she's any of those things. The Office of the Secretary of State was compromised during the Wilson Administration. Since then, it has gradually lost its independence.

The final blow came during the Kennedy Administration.

I don't believe Americans understand that the cabinet was created to advise the president, and that originally it was quite independent, with cabinet officials often pushing their own agendas and in conflict with presidents. Over time there's been a slow consolidation of power in the office of the Presidency to the point where the president now tells the cabinet what to do.

The situation was made worse during the Clinton Administration when he started pushing his own presidential appointees who aren't subject to Senate approval into the cabinet and independent offices, like the FCC, FDA, EPA and others, to "monitor" secretaries and directors, and Bush has even taken that to a new level.

I seriously doubt she's speaking her own mind, rather she's pushing the Bush talking-points.

She could speak her mind, and of course, Bush could ask for her resignation, too.

Why is it that the only sources claiming war crimes have happened in Ossetia by Georgia are RUssian news agencies such as Pravda and the Russian government. Can anyone point to an independent NGO who has documented war crimes there?

· Impunity agreements are not permitted by the Rome Statute. US assertions that the agreements are provided for in Article 98 of the Statute are incorrect, as numerous legal analyses, including by Amnesty International, conclude.This article was designed to cover existing Status of Forces Agreements, which determine which state has jurisdiction to investigate and prosecute crimes committed by forces stationed in another country, not agreements designed to give nationals of one state impunity from international justice.
· Impunity agreements contain no assurance that if US nationals are not surrendered to the ICC they will be brought to justice in the USA or anywhere else. In fact, in some cases the US judicial system would not be able to do so as US criminal law does not include many of the international crimes included in the Rome Statute.
