Why does it take so long to complete the September 11th Memorials? (Mexicans, lawyers)

September 11th 2001 was seven years ago and just today they are opening the first permanent Memorial for the event at the Pentagon. The one in New York and Pennsylvania will not be completed for another three years.
I can not believe that once the things are actually done, most people will even care that much. The main mourning period where a memorial would have the most interest would be right after the event.
We put a man on the moon and created the atom bomb in less time than these memorials. China builds entire cities in half the time.
Is this an example of how we can no longer compete with China because we just take so long to get anything done.
Our next President needs to work on creating a can do (NOW!) mentality in America.
The Mexicans they hired to do the work needed more naps than anticipated. The money was spent on fundraisers for the DNC. Katrina. That's pre 9/11 thinking.
Forget the memorials. The recommendations of the BI-PARTISIAN 9-11 committee have not all been implemented. One would think this would be a high priority.

Or securing the border, since you know, turrists hate us and want us all dead. Or VISA reform. Or maybe something that can actually affect our security. That's too much to ask. Instead, we get more warrantless wiretaps and immunity for those that broke the law under the guise of patriotism.
It's really sad that so many Americans died because our foreign policy creates the kind of people our foreign policy is supposed to eradicate.

What has building a memorial which could last a lifetime have to do with competing with China? Nothing. If you build your own memorial to whatever it is you want to memorialize, you could probably do the deed in even less time than what it took to put a man on the moon or to create the atom bomb. Howsomever, when there are differing factions on either side, one side wants to keep it simple and clean, the other side wants extravagances and the pour of money into the project and temples and lanes and a monstrous visual effect, obviously there is going to be delays upon delays, upon more delays. It's not just individuals, it's corporations in the fights, it's lawyers in the fights, it's politicians in the fights, it's even community organizers in the fights to make a memorial into something loud and difficult instead of simple and clean. Stop your whining, unless, of course, you have a major funding in this hunt.
How long did it take to build the World War II Memorial? How long did it take to build the Vietnam Memorial? Did it happen overnight? Did it happen in a decade? What's your beef, anyway?
I was thinking about this myself. The city I just moved from has built dozens of new office buildings since 9/11, it has revialized, growing and developing, and NY still has a hole in the ground..

There's a lot of political bull going on in NYC concerning that hole. From the architect to the designs, to everyone wanting a piece of the action and having their plans implemented. Design by committee doesn't work. And the bureaucracy makes it even worse.
