It all goes back to the days of the Gold Rushes, "Wild West", and the Santa Fe trail.

Usually facial hair was reserved for outlaws, criminals, and other seedy characters. Marshalls, as well as the sheriff and his deputies, along with most of the stereotypical "good guys" made sure to stay clean shaven. Of course, those days are long gone, but the impression they left regarding facial hair has stuck with us.

Perhaps eccentric millionaire and failed Presidential contender H. Ross Perot, (who had a lot of opinions about a LOT of things) might have put it this way ....

"How can I have confidence that a man I'm voting for can be in charge of tens of millions of dollars worth of government office space, billions of dollars worth of space shuttles and aircraft carriers, and the entire nation's multi-trillion dollar transportation infrastructure, when he can't stand in front of his bathroom mirror and take two minutes to use a 79 cent disposable razor ?"......Good ol' Ross. He had quite a 'take' on these things.
