I looked into Costa Rica and a few other places, but decided that to do so would be abdicating my responsibility as an American. Decided that the saying: "America, love it and change it" applied to me.

A friend has relocated there and loves it.

promises, promises, promises ! You know after some thought, this could be the one thing i would be willing to endure a tax increase to pay for, the government program to ship libs to other countrys, all expenses paid, stipulations would be they could never return and it would have to be an islamic country, see how long they lasted in the home of their beloved if you know what i mean!

And Katrina would have been handled exactly the same - because the President is not in charge of FEMA, the FEMA Director is.
Bush created Homeland Security with FEMA as only one agency among many instead of leaving FEMA as a stand alone Department - then placed a non-experienced Brownie in there to run things. All this led to disorganization, inadequacy, and layer upon layer of bureacracy.

I think "America, love it or change it" and owning up to one's responsibility as an American was, indeed, the ultimate realization of many who wanted -- and threatened/promised -- to leave the U.S. after Bush was re-elected in 2004. Staying rather than leaving may have worked, refr. the mid-term election of 2006!

Costa Rica is a stable and nice country that minds its own business, negotiates peace treaties with its neighbors, and maintains a strong civil police force but no military. All the money it saves thereby, CR spends its people. A lot of countries could learn a little lesson from CR about that.
