Where do you see more money being promised? Did you mis-read or are you being dishonest? They have to raise the capital in the private market or the government will convert its senior debt to equity... which nobody wants to see... it's a threat to shape up more than anything... but no new money is being promised here.

Interesting, the government rigs the tests (they were not uniform) and then says come up with billions more or we will become partners with you. Hugo Chavez would be proud.
