Wait until the first person brings a lawsuit against the city, claiming that you can't actually require anyone to wear "properly fitting" clothes, or underwear. After the city's budget gets broken a few times over, that law will go to its inevitable quiet death.

I bet if the bodies were actually toned up and sexy NOBODY would complain about lack of underpants, properly fitting clothing, or "foundations" to hike up the fat!

Never mind lack of deodorant! wow! wooh! that's crazy! A shower a day keeps the flies away!
