Whether this is indeed "protocol" or not, public figureheads give other public figureheads gifts as a sign of respect. To refuse such a gift (at least publicly) is quite rude and could be taken as an offense against the gift-giver.
I don't see where Qaddafi's gifts were/are a problem. As long as Rice followed the proper procedures about gifts received, then everything is good. If she skipped protocol, then the problem lies with her actions... not the gifts.
I also don't see where the gifts were kept by the recipient.
The State Dept. memo header clearly lists the items as being "accepted on behalf of the US. Government".

There is a museum down here which displays a fraction of the gifts given to the US by foreign leaders. Some great stuff, some not so great.

Yea I guess your right, Obama gives an I-Pod for a gift and Rice get's a diamond ring... Playing on that morale value thing a bit much eh?
