One of the most generous gift-givers was Libya's Moamar Qaddafi, who seemed particularly grateful for former Secretary of State Condoleezza Rice's visit to Tripoli last year, giving her gifts with a total value of $212,225, including a diamond ring and a locket with his own picture inside, according to a newly-released State Department report.

Germany gave GWB a mountain bike. Did they want him to wipe out again?

Like it or not, it's accepted protocol.

Look at Clintons grab bag:

Quote:
WASHINGTON — Former President Bill Clinton has collected tens of millions of dollars for his foundation over the last 10 years from governments in the Middle East, tycoons from Canada, India, Nigeria and Ukraine, and other international figures with interests in American foreign policy.

Quote:
Lifting a longstanding cloak of secrecy, Mr. Clinton on Thursday released a complete list of more than 200,000 donors to his foundation as part of an agreement to douse concerns about potential conflicts if Senator Hillary Rodham Clinton is confirmed as secretary of state in the Obama administration.

Makes you wonder what he didn't claim.

I always wonder how those supermarket tabloids stay in business and then I read another of Dukester's (aka the Left's Karl Rove) and the mystery is solved.

Any gift from a foreign government or official is supposed to be logged and turned over to the appropriate conservators.

Whether this is indeed "protocol" or not, public figureheads give other public figureheads gifts as a sign of respect. To refuse such a gift (at least publicly) is quite rude and could be taken as an offense against the gift-giver.

I don't see where Qaddafi's gifts were/are a problem. As long as Rice followed the proper procedures about gifts received, then everything is good. If she skipped protocol, then the problem lies with her actions... not the gifts.

I also don't see where the gifts were kept by the recipient.
The State Dept. memo header clearly lists the items as being "accepted on behalf of the US. Government".

Looks like a non story.

There is a museum down here which displays a fraction of the gifts given to the US by foreign leaders. Some great stuff, some not so great.

Non-story, it is.
