Notice the link to the page where it talks about the cars the state has purchased for lawmakers. They should end the car purchases (and any other "perks") - not simply cut back.
As far as everything else, they should just stop providing services for illegals and do everything they can to get them sent home. That would probably solve a lot of it.
The IOU's are ridiculous.

I can't figure out why they can't figure out how to solve their budget crisis
Because none of them will concede to any cuts.
The voters said NO to new taxes and they don't know what to do with themselves. They are put in a position where they have never been before..CUT PROGRAMS cause there are NO NEW TAXES.
Heh. Now you can own a piece of the American dream without ever really touching it. Really, they should just be calling these IOU's coupons for grapes of wrath.
People, do you see why California failed as a state?
If you can really see why and how, then look at what Obama and the TOTALLY liberal controlled congress is doing to us right now.
Very similar indeed.
First thing that needs to happen in California is a mass deportation of every single illegal on the state, then end welfare, then remove idiots like Boxer and Pelosi.
Rinse and repeat until the state is rid liberals, illegals and welfare people.
If not, we will see the same thing under the Obama administration happen all across the nation.
Nice to know someone found a way to hang this on Bush.
