Is it appropriate for Obama to speak at the NAACP?
Perhaps you should address the question to every U.S. President since Warren Harding, since every one has addressed the NAACP at their national convention at some point during their the course of their administration's.
As for the NAACP being a racist organization... the comment isn't worthy of further response.

Even if you disagreed with some (or all) of his political views, the one thing Reagan was, was very honest in his expressing views and opinions. What you saw and heard was what you got.
