BP violated safety regulations which resulted in the deaths of 15 workers and injured 160. BP negotiated a 2007 plea deal that effectively ended investigation of the Texas City accident.
However, BP continues to violate safety regulations at this refinery. BP is violating terms of probation by not complying with OSHA.

And I'll believe BP is going to be prosecuted, I mean SERIOUSLY PROSECUTED, when I see it. So far, the Obama Administration has just been an extension of the Bush regime when it comes to the coddling of Big Oil.
