1. Police Forces: FBI, DEA, ATF
2. Insurance policies are very long especially when they have to be litigated in court when the insurer decides they don't feel like paying.
3. Private insurance companies will ALWAYS insure that their company is profitable even at the loss of the consumer and that loss may be death when it comes to health insurance.
These are investigative branches. The video clearly implies a civil service to respond to emergencies. That's just lawyering and spin you're doing.

The author said 100 pages. It's either a strawman or he's actually serious about it being 100 pages. You have to decide.

The government will always ensure it remains politically viable, even if that means rationing health care to those who are either not registered to vote, likely not to vote for their party, etc.
