This is another thing that I fear about any type of UHC: When the government decides to ration care, the rich would not be impacted.
Let me allay your fears. The proposed health care plan is about health INSURANCE not UNIVERAL HEALTH CARE. And unless you and yours have never belonged or used health inusrance, you must know that private health inusrers have been 'rationing' healthcare for decades. Check you're health insurance plan. Does it say 'prior authorization' anywhere on it? Do you know that your health care provider/clinic/hospital calls your insurer before performing high cost procedures? Have you gotten bills for something you thought was covered but isn't?

Americans are picking on one of the worst examples of socialized medicine, i.e. the NHS. The problem with the NHS isn't that it's socialized. The problem with the NHS is that it's actually under-funded, being as the British pay a fraction of what we pay over here for healthcare. Still, do you see them protesting, taking to the streets in a similar fashion to the tea parties over here, for a "for profit" system to replace the NHS? Of course you don't! That's because they will not allow healthcare to fall at the mercy of greediness.
No, for the millionth time, we don't want to establish a national health service where doctors and nurses are employed by the government. The issue is to provide health insurance for the public.
Why is this so hard to understand?
Because the American people must not ask the question:
[]HOW and WHY[]?
How and why did giving medical care become scarce, expensive, and unattainable?
Answer: government.
How and why will a government administered "insurance" program reduce the cost for hiring medical care, buying medicine, or staying at a hospital?
Answer: It won't.
The root cause of the sky high cost for American medical care is the government meddling in the health care system.
If you truly want universal health care, you need to decriminalize the giving of care, decriminalize the purchase of medicine and medical machinery, expand medical training and education, and eliminate tort liability by "Satisfaction guaranteed or your money back."
In short, get government entirely OUT of the health care system. And eliminate the need for "insurance" (usurers) from skimming a hefty profit from monies that should have gone to pay medical expenses.
And while we're at it - stop taking tax money, to give to care givers.
Just stop taking taxes from care givers who do not charge their patients.
Of course, such a reform will never happen, because no government willingly surrenders its power, nor its revenue stream.

UNIVERSAL health care means everyone can care for anyone
[] Decriminalize giving health care;
[] Decriminalize the trade and possession of medicine and equipment;
[] Expand opportunities for medical education;
[] Offer credentials* by government supervised examination, regardless of where or how one learned medicine; and
[] Eliminate tort abuse with "Satisfaction guaranteed, or your money back!" - - - and nothing more.
(*Can you imagine how many nurses would jump at the chance to take an exam and boost their credentials to that of a General Practitioner?)

Because the poor and middle class would be impacted in the event of rationing but the rich elite will still receive quality care. Just like the public schools in rich areas are far superior to the ones in the poor and middle class areas.

Yeah ... But you can always pick another insurance company. If this country ever decided to go down the UHC path, what other options would we have if we are not satisfied with the government-monopoly healthcare?

Actually, you can't always pick another insurance company. And it wouldn't make any difference, anyway. They all operate in the same way. If they didn't, there would be only one insurance company: the one that doesn't ration. And since there are no insurance companies that don't ration, well. . .

British have never been obsessed with health care to the same degree as Americans, just look at their teeth. If they were going to protest something they should start with their dentists.
We really do need a government owned operated and employed UHC funded at the same or higher level than the Pentagon. In fact we should divert at least half the military industrial subsidies to keeping Americans healthy instead of using it to kill humans all over the rest of the world.
The British NHS has be underfunded since the Thatcher witch was in charge.
