provide the President's reasoning behind the issue - as explained by the President, no paraphrasing; and
provide the results of his actions per each issue - without editorializing or abridging. Let the readers judge them as failures or successes.
Your error is producing a list of phrases without context, and trying to sway your readers to the same conclusions.
