Before the bill goes to Mayor Adrian M. Fenty (D) for signing, it still must survive a 30-day congressional review period. To block the legislation, the Democratic-controlled House and Senate and President Obama would have to sign off on a disapproval resolution within 30 legislative days, which advocates say is not likely.

What right does Congress have to overrule the laws that the DC gov't makes?

Today was the second of two required votes. It passed the City Council 11-2. Mayor Fenty will sign the bill shortly, and it will go into effect 30 days later, as Congress will be going nowhere near the idea of overturning it. Next up, medical marijuana...

Congress has a right to block any laws that D.C. passes, as far as I know.

This is not as much of a win for gay rights as it would be in an actual state. Marriage equality was defeated in California, Maine, and New York, where the majority voted against it. DC was a given in the fight for equal rights. So, while this is significant, it doesn't remedy the larger losses.

Symbolically, however, I think it has more significance than if a small state had legalized it. I know you might disagree with me on that.
