According to the NYT, President Rene Preval achieved a certain level of stability in Haiti since his election in 2006. That is...before the quake. First of all, is there any truth to this? How has Haiti been preforming economically and politically during the 2006-2009 period. Is President Preval considered a competant leader or is he a crook like Aristide and the Develiers? I understand Preval was also President in the late 1990's, after Aristide's first term expired. What did he do as President of Haiti during those days? Please enlighten me a little bit because I have heard so little about Preval himself.
